What is with this email?, is it a scam?

Yes, you can be positive that is a scam. The grammar in the entire email is bad (which it wouldn't be if he were a lawyer), and the sentence structure is awkward, as if English is a second language. Anyone being contacted for an inheritance claim would have a letter sent in the mail, not email. That "long lost uncle" thing very rarely happens outside of television, also. If you don't recognize the name of the deceased, it's because he isn't related to you. Don't give this person any information.
