Why was Title IX named after Patsy T. Mink instead of Edith Green?

I've been trying to find an answer to that, but none of the websites I've searched gave me a good reason beside the fact that she was the congresswomen. Shouldn't it be named after Edith Green since she's the one who baught it up? Or am I missing something?
