I'm 18 years old, can I carry a hand gun in the state of California?

I was looking in to getting my guard card. I heard that you have to be 21 to carry a hand gun in the state of California. But the recruiter at the school for guard card told me that you can carry a hand gun as long as your parents give consent with they buy the gun for you. Is that true?
